YANKTON, S.D. – The Tourism Coalition of South Dakota (TCSD) is pleased to announce that Tiffany Gallagher, Vice President & Deputy Executive Officer of Civitas, will serve as the featured speaker for the 2026 TCSD Annual Membership Meeting on Tuesday, October 13, 2026, at the Ramkota Hotel & Conference Center in Pierre. The meeting will begin at 11:00 a.m. Central Time.
Gallagher brings more than 27 years of experience in the tourism industry and is recognized nationally as one of the leading experts in tourism funding strategies, destination financing, and legislative initiatives that support sustainable tourism growth.
As Vice President & Deputy Executive Officer for Civitas, Gallagher works with destinations across the United States and internationally to develop innovative funding solutions that strengthen tourism economies. Her expertise includes tourism funding analysis, community consensus building, tourism improvement districts (TIDs), lodging and tourism tax strategies, capital improvement funding, legislative development, nonprofit governance, and destination management.
Civitas is an international consulting firm specializing in tourism funding mechanisms and has worked with more than 200 destinations worldwide. The firm provides expertise from the perspectives of destination marketing organizations (DMOs), the lodging industry, local governments, and policymakers, helping communities establish long-term, sustainable funding models that support tourism promotion and destination development.

The TCSD Annual Membership Meeting brings together tourism professionals, destination marketing organizations, chambers of commerce, attractions, lodging properties, restaurants, elected officials, and industry partners from across South Dakota to review the year, discuss current issues, celebrate accomplishments, and look ahead to the future of the state’s visitor industry.
